Yes. The bay is extremely protected. The coral is non existent when I was there in 7/18’ but there is plenty of interesting fish life. Squid ,morays, trigger fish, frog fish. Outside the bay they take tours. I actually had a boat to the outer reef to myself. There are 3 patches of coral outside of the bay. Again teeming with life if you’re patient. Cow fish. Morays. A ray. Ok not teeming but fun afternoon snorkel. I found a boat to take me out from the bay. Not a dive shop but from two guys working at one of the bars/eateries. It was 15$ for as long as I wanted. I had my own equipment

Sure, it would take about an hour with normal traffic. Playa Sosua is a small beach with a lot of small beach shack type shops, restaurants, bars - and generally a fair number of people. It is nice white sand, but it is not a big beach. If you don't want the commercial aspect, then ask the taxi to take you just a few minutes farther to Playa Alicia, which is a smaller very quiet more beautiful beach with no services. Enjoy!
